"FAA Functions and Requirements Leading to Airworthiness Approval"
Class Overview
Overview of the FAA organizational structure and its function in aircraft certification, the rule-making and advisory process, production rules applicable to aircraft and aircraft components, and subsequent certification process. Course is FAA approved for IA renewal. The class may be taught by one or both instructors.

Course Outline
Day One
- Review of course content and identification of attendees’ key issues; overview of FAA aircraft certification and Flight Standards (FS) service organization and functions; advisory circular, notice and order: process and issuance; Federal Aviation Regulations (FAR) Parts 1 and 11; FAR Part 21 and TSO process
Day Two
- Parts 43 and 45; Part 36, Noise Requirements; Part 39, Airworthiness Directives; Part 183, Representatives of the Administrator; Flight Standards Aircraft Evaluation Group’s (AEG) role in aircraft certification; Parts 23, 25, 27, 29, and 33; rulemaking and special conditions, process and issuance; equivalent level of safety and exemption process; Part Manufacturing Approval (PMA)
- Type Certification (TC) and Supplemental Type Certification (STC) process (FAA Handbook 8110.4); Certification Process Improvement (CPI), FAA and Industry Guide to Product Certification, Partnership for Safety Plans (PSP)/Project Specific Certification Plans (PSCP); documentation of typical TC and STC project; FAA Form 337/Field Approvals
Day Three
- Continuation of typical TC and STC projects; relation of Parts 23 and 25 to Civil Aviation Regulations (CAR), CARs 3 and 4b; developing Type Certification Data Sheets (TCDS); Noise Certification, Part 36; Airworthiness Directive (AD) process, Part 39; Bilateral Aviation Safety Agreements (BASA); FAA Military Certification Office CMCO civil certification of DoD aircraft; AEG’s involvement in maintenance and flight manuals; Flight Standards Service maintenance inspector’s handbooks, notices and orders related to airworthiness
